8:48 Colleagues as you'll recall Councilmember Marks has been
8:53 serving on this and as you mentioned last meeting when this
8:58 came up is no longer going to be serving on the swab and I
9:02 had encouraged council members to reach out who were interested

11:02 Councilwoman Stubak.
11:04 I just wanted to recognize several members of the
11:07 Lakewood Youth Council in attendance today as well as
11:13 Miss Johnson and the extensive work that they have all
11:16 done on this, especially especially Alessio who basically
11:22 took this on and really read through this to understand
11:26 it and to make corrections to better reflect how this
11:32 group actually works together.
11:34 And when I say work together, I do mean work together
11:36 They do quite a nice job each month addressing the
11:40 concerns of the groups and hearing everyone and getting
11:44 everyone's input and coming to a decision.
11:46 So kudos to this group.
11:51 Councilman Hamilton's dinner.
11:52 Thank you president couple.
11:54 I just want to say congratulations to the amazing
11:56 Youth Council and just your work and effort and commitment
12:00 to doing something that seems mundane and boring and
12:05 to others, but it is very important part of Youth Council
12:10 and as you can see, you know, as council running meetings,
12:13 it's very important and having rules and bylaws and
12:16 procedures and and it just helps keep an organization.
12:20 It gives an organization structure and gives you a
12:22 legitimate, legitimate fee as well.
12:25 So I just want to congratulate you on that.
12:27 And thank you for coming out here to this meeting
12:32 I like of those sentiments and it is exciting always
12:38 to see youth at the meeting and for all of the work
12:45 We really appreciate it.
12:46 We want to make sure it is not just lip service to say
12:48 that we want to make sure that we have youth voice
12:51 represented in the work that we do.
12:53 So these kinds of things that rules bylaws might seem
12:58 again kind of mundane, but we see every day at
13:02 the federal government and the state government that
13:04 it's very important that we have norms that everyone understands
13:09 and can work by to achieve fairness and have voices heard.
13:13 So thank you for your work.
13:15 Any further discussion?
13:18 And also thank you to Councilman Striebig and Councilmember
13:21 Hamilton-Steiner for your support on this as well and
13:27 Any further discussion?

15:38 for your next chapter, but also sorry to see you

16:03 And on that note, I do expect that we will begin
16:08 taking applications for an appointment.
16:13 They'll have an official communication about that
16:16 for me on the next docket.
16:17 But and you know, if you know folks who live
16:21 in word for you know, you can refer them to
16:25 councilwoman marks for guidance on on what an

18:29 if that would be appropriate, but I'm just
18:31 curious the youth advocacy committee.
18:35 What would that entail?
18:37 What would they I know that they decided it
18:38 would be rolled into the outreach committee, but
18:41 what types of I guess efforts or activities
18:44 were they looking for?
18:48 Do any of you want to speak on that Mel?
18:50 Do you want to talk?
18:51 Yeah, come on up to the podium.
18:59 So Sean's idea basically was to help educate
19:02 the youth about the government and how it
19:05 works and kind of advocate for education
19:08 through that and then create, you know, a
19:11 community of advocators and themselves like
19:14 make the students their own advocates and help
19:16 them understand the political landscape a bit
19:20 But we thought, you know, that kind of fit
19:22 under already existing committee.
19:24 So, you know, we didn't make it its own
19:29 So you're looking to expand civic education
19:36 Okay, now I may have some ideas for that.
19:41 Yeah, this the City Council certainly
19:44 shares that objective.
19:45 So that I think that's something that we
19:46 could certainly work on together.
19:48 I just also had a question about the
19:50 mandatory mental health days.
19:53 I think she was referring to school days
19:59 Sadly, we have no authority.
20:01 Yeah, if you need a mental health day,
20:04 I fully support that.
20:07 We just heard tonight how much mental
20:09 health is affecting everything in the
20:12 courts and then police.
20:19 So just because people anyone tuning in
20:22 at home won't hear without the
20:23 So there was commentary of talking
20:26 potentially right into the State Board of
20:27 We often have the conversations about
20:31 the parameters of this group as a city
20:36 group and also making recommendations to
20:38 their schools, right?
20:40 Which is naturally the life the world
20:42 that they live in and you know to
20:45 try and make that jump.
20:46 Sometimes it's not a natural fit,
20:49 but at the same time encourage them
20:51 to reach out to whoever, you know,
20:55 would would help with their concerns.
20:59 Councilman Hamilton.
21:01 Yes, thank you president couple.
21:04 And I thought that this school had
21:07 started like a similar Youth Advisory
21:11 So you may want to look reach out to
21:13 the school board because there may be
21:15 an opportunity to do some collaborative
21:17 So similarly how we would meet with
21:21 the Board of Education Youth Council
21:23 could meet, you know, have a
21:25 collaborative meeting.
21:26 So that's something to that you could
21:33 Any further discussion on the report
21:35 from the Youth Council meeting?
21:38 Hearing none on the motion to receive
21:39 and file all those in favor.
21:41 I and that motion passes.
21:44 Item 19 report from Councilmember
21:45 Striebig regarding November 19 2025
21:48 meeting of the Lakewood Animal
21:50 Safety and Welfare Advisory Board
21:52 Councilmember Striebig your
21:53 colleagues the Lakewood Animal
21:55 Safety and Welfare Advisory
21:56 Board met on Wednesday November

22:08 Animal Control Officer Gary
22:09 Crumley Attorney Dana Marie
22:12 Pennella of Alley Cats Allies
22:16 TNR advocate Megan Gallada
22:18 and I reviewed the latest draft
22:20 of the TNR ordinance.
22:23 I explained the changes that
22:24 met their request to remove
22:26 all registration and training
22:28 requirements the language
22:30 that attorney Pennella
22:32 recommended was included
22:34 and the concerns for other
22:35 recommended trends.
22:37 I'm sorry other recommended
22:39 legislation outside of the
22:41 TNR scope could be addressed
22:45 We all agreed to move forward
22:47 with this version with one
22:49 type typo change and send it
22:51 back to a Public Safety
22:52 Committee meeting in January
22:54 Officer Crumley reviewed his
22:57 monthly numbers report and I
22:58 asked about adding deer to the
23:01 He responded that the city does
23:02 not remove deer, but he has
23:04 some future plans for this
23:06 issue, which I think we heard
23:08 talked about in the chief's
23:10 report tonight with chemicals,
23:12 but that I could be incorrect
23:16 Is that true chief?
23:20 Primarily that would not be
23:21 used for not for here.
23:24 No, not for no, no, no, no,
23:25 sir, not for TNR, but for
23:27 Oh, yes, absolutely.
23:29 So I think, you know, for
23:31 all the for all the neighbors
23:33 that have reached out to me
23:34 over the last two years that
23:35 are concerned about deer.
23:36 We may have some help coming
23:41 Emily Christic you reported
23:42 that the La Suave and Lakewood
23:44 Community Service Center pet
23:45 food drive on November 15th
23:48 was a success and they
23:49 received over two thousand
23:50 pounds of food, which I
23:51 think is fantastic.
23:55 I'll move to receive and file
23:58 Motion has been made and
23:59 seconded discussion.
24:02 Councilmember Brolick.
24:03 One follow-up for the
24:04 So what is chemical
24:10 Yes, for lack of better
24:11 that the technology.
24:14 Yes, is basically a dark
24:15 Okay, like we see on
24:16 television not spraying
24:19 No, no, it would be it
24:20 would be a focused focused.
24:26 We're not pepper praying dear
24:28 thank you or worse.
24:33 So we have a motion to
24:35 receive and file the
24:38 Any further discussion?
24:41 All those in favor.
24:42 I and that motion passes
