Sarah Kepple: public-record dossier (v2, link-verified)
Compiled 2026-10-11 (ET); every link re-checked 2026-10-11. Coverage: Lakewood City Council records for Apr 12 to Oct 19, 2026, her official city page, her 2025 candidate questionnaire, and certified 2025 election results. Only the public record is used. Positions appear only as her own quoted words or as minutes paraphrases (marked [paraphrase from minutes]). Nothing here describes beliefs or motives beyond what she said or signed on the record.
How to check a claim: every claim has an ID (K-nn) and at least one link to the exact page or video moment. PDF links open at the page (#page=N is the PDF page; desktop browsers honor it, some phone viewers don't, so the page number is also in the link text). Video links start at the moment cited. Rules: dossiers/RULES.md.
Labels: machine transcript = our automatic transcription of the public video. Wording can be off, so listen at the link. Machine speaker ID = the speaker was identified automatically by voice matching, not by any official record. Self-description = her own words about herself, not independently verified.
1. Identity and office
- K-01 Council Member At-Large and President of Council: "Sarah Kepple, At-Large & President of Council" (city bio); also on the docket letterheads ("Sarah Kepple, President": Sept 8 docket PDF p. 4; Oct 5 docket PDF p. 1).
- K-02 Term expires 12/31/2029 (city bio).
- K-03 Chairs the Committee of the Whole: the approved Sept 28 COW minutes are signed "Sarah Kepple, Chair" above "Committee of the Whole" (Sept 28 COW minutes p. 9), and the COW agenda notice is signed the same way (Sept 28 COW agenda PDF p. 1).
- K-04 Signs approved Regular Council minutes as "Sarah Kepple, President of Council" (Sept 8 minutes p. 7; Sept 21 minutes p. 4).
- K-05 Self-description: "After serving as an appointee since February 18, 2020, Sarah Kepple began her first elected four-year term on Council in 2022", and "Sarah's Council peers unanimously elected her Vice President in May of the same year" (city bio). Her 2025 questionnaire says: "I have served as a Lakewood City Council member at-large since 2020, and I was elected council president in 2024" (The Land questionnaire).
- K-06 Elected Council President when the new Council first met in 2024 (secondary source, Cleveland19, Jan 3, 2024: Cleveland19 article).
- K-07 Nov 4, 2025 at-large race (vote for 3): 7,128 votes (26.98%), first of six candidates, per the Cuyahoga County BOE certified "Official Results by Contest" dated 2025-11-19 (Cuyahoga BOE certified results PDF p. 17). (v1 cited 6,963, an unofficial election-night tally; corrected to the certified count.)
- K-08 Lakewood Council elections are non-partisan (lakewoodoh.gov/city-council).
- K-09 Self-description of committee roles: her city page says she "chairs the Health and Human Services Committee", is "council liaison to the Tree Advisory and Education Board", and "also serves on the Finance Committee and the Housing, Planning, and Development Committee" (city bio). The approved Sept 8, 2026 HPD minutes list the committee as "Chair Evans, Councilmembers Baker and Bullock", with Kepple under "Also Present" (Sept 8 HPD minutes p. 1). The Oct 12, 2026 HHS Committee agenda is signed "Cindy Strebig, Chair" with "Angelina Hamilton Steiner, Matt Bixenstine; Members" (Oct 12 HHS Committee agenda p. 1). The page's HHS and HPD lines therefore don't match the current committee rosters in these public notices.
2. Recorded votes (Regular Council, approved minutes)
- K-10 Present at the Sept 8 and Sept 21 Regular meetings and the Sept 28 Committee of the Whole ("Present: Councilmembers Kepple, …": Sept 8 minutes p. 1; Sept 21 minutes p. 1; Sept 28 COW minutes p. 1).
- K-11 Tally: the two sets of approved Regular minutes (Sept 8 and Sept 21) record 26 votes with an outcome. Every one reads "All members voted in favor" or "All members voted yes", so Kepple voted yes on all 26, with 0 nays and 0 abstentions. Of the 26, she made 19 of the motions and seconded 7. She also made 2 more motions that have no recorded outcome (K-33, K-34). One of the 26 was a roll call: "Clerk Bach administered a roll call. All members voted yes." (Sept 8 minutes p. 1). Count by page: Sept 8 has 17 votes (Sept 8 minutes p. 1 to Sept 8 minutes p. 6); Sept 21 has 9 (Sept 21 minutes p. 1 to Sept 21 minutes p. 3).

Oct 5, 2026 Regular Council: no minutes yet, so machine transcript, unofficial; replace with minutes when approved (expected ~Oct 19)
Per-member votes are not available until the minutes post. Each outcome below links to the moment in the official video.
- K-36a Roll call: the clerk calls "President Kepple" and she answers "here" (video 0:48).
- K-36b Res. 2026-48 (Hispanic Heritage Month): "all those in favor … and that motion passes" (video 7:30).
- K-36c Substitute Res. 2026-40 (adopt the Public Art Master Plan): UNCONFIRMED. "Move to adopt" (video 13:59, machine speaker ID: an unnamed member). The result phrase is hard to hear: the first transcription heard "Hearing none all those in favor. I'm not wishing past", and a second, focused transcription of 13:49–14:12 heard "Hearing none, all those in favor, aye. And that motion passes" (video 14:05). No "nay" was heard. Earlier, the oral COW report said the committee "moved unanimously to refer that public art master plan out of committee for full adoption tonight" (video 13:37). This stays unconfirmed until the minutes post.
- K-36d Res. 2026-42 (Public Art Advisory Board seat, name blank): "Since this is the one that we have a call for applicants out. I'll just move to defer" (video 18:11); "that motion passes" (video 18:35). Mover: Kepple, machine speaker ID (same voice members address as President Kepple; see K-49g). Voice ID: the same voice is addressed as President Kepple at video 1:32 (Speaker identified automatically by voice matching, not by official record).
- K-36e Res. 2026-43 to 2026-47 (appointments): "motion passes" heard after each: 2026-43 (video 19:05), 2026-44 (video 19:35), 2026-45 (video 19:59), 2026-46 (video 20:23), 2026-47 (video 20:51).

4. Statements on the record (by topic)
FirstEnergy reliability and rate case
- K-49a Her 9/8 communication: FirstEnergy "has agreed to my request that they appear before Lakewood City Council's Committee of the Whole," and "I have asked First Energy to arrive prepared to provide status updates and completion dates for each item" (Sept 8 docket PDF p. 4).
- K-49b Same communication: "If First Energy can afford to put their name on the Browns stadium and bribe elected officials at the statehouse, it can afford to pay a fine for their negligence and fix its infrastructure. This is particularly true because consumers have already paid for upgrades." (Sept 8 docket PDF p. 4)
- K-49c Same communication: "Lakewood residents paid First Energy for upgrades that we clearly did not receive. First Energy owes Lakewood restitution and reliability." (Sept 8 docket PDF p. 4) It says the City filed to intervene in the rate case on Aug 21, asks residents to comment to PUCO "referencing PUCO Case No. 26-0347-EL-AIR", and says "I expect that Council will hold an Executive Session in the very near future" (Sept 8 docket PDF p. 5).
- K-49d Her Aug 10, 2026 letter to FirstEnergy formally requests the 9/28 appearance and says: "be ready to address how this infrastructure decline occurred" (Sept 8 docket PDF p. 6).
- K-49e Her 7/20/26 "Litigation with First Energy" communication: "These perpetual electrical failures are entirely unacceptable. They drain our city's resources as we work to support a community suffering from this wealthy corporation's neglect." (Sept 28 COW agenda PDF p. 2) Also: "Many residents have also expressed interest in pursuing legal action outside of the PUCO process, and I expect Councilmembers will be interested in exploring the potential for any such action." (Sept 28 COW agenda PDF p. 3)
- K-49f At the 9/28 COW [paraphrase from minutes]: she spoke about "First Energy's longstanding failures to provide reliable electricity" and said the City "has drained its own resources" responding. She described the City's response as legal pressure via PUCO, local solutions, and state-wide policy advocacy, and she "highlighted the hypocrisy of First Energy's promises to do better, while at the same time petitioning PUCO to lower the company's reliability standards" (Sept 28 COW minutes p. 1). She said the rate case would not be discussed in detail "since it is being actively litigated" and noted State Rep. Rader's bill to require restitution for outages (Sept 28 COW minutes p. 4). She went through each PUCO corrective action and "requested confirmation on the completion or timely progress on each item" (Sept 28 COW minutes p. 7), and she said "Council is going to stay on top of the issue" (Sept 28 COW minutes p. 8).
- K-49g Oct 5 oral report on the 9/28 hearing (machine transcript): the City opposes FirstEnergy's rate increase "and will pursue legally" (video 11:58); "Lakewood residents have already paid enough for upgrades and service that we never received" (video 12:01). That sentence also appears word for word in her signed 9/8 communication (Sept 8 docket PDF p. 5). The case number is read aloud at video 12:20. Speaker: Kepple, machine speaker ID. The report runs 9:30 to 12:55 in one voice (video 9:30). That voice is the one members address as President Kepple right after it recognizes them (ASR spells it "Keppel"): video 1:32, video 4:40, video 6:38. The 9/28 minutes separately show she chairs the COW (K-03).
- K-49h Rate-case number discrepancy (both public): her communication cites "Case No. 26-0347-EL-AIR" (Sept 8 docket PDF p. 5), while the Law Department slide in the 9/28 COW minutes says "Intervention in Rate Case (Case 24-0468-EL-AIR)" (Sept 28 COW minutes p. 12).
Flock / license-plate readers (ALPR)
- K-50a The co-signed communication: "There is growing concern amongst our residents over the City's use of Flock (the company) and use of the ALPR (Automatic License Plate Reader) in general," and "Technology used responsibly and how it is supposed to be, can be a good thing." It says the signers met with "Mayor George, Chief Fisher, and the IT Department" and asks that the matter be referred "to Public Safety or Committee of the Whole for future discussion" (Sept 8 docket PDF p. 9).
- K-50b 9/8 floor remarks [paraphrase from minutes]: she "stated that the goal is to provide the public with information about the status of Lakewood's current contract with Flock and to invite community input" (Sept 8 minutes p. 2). The record cited here shows no stated position for or against the contract.
E-bikes, e-motos, and traffic calming
- K-51a 9/8 [paraphrase from minutes]: she "spoke about the need to categorize e-motos apart from other classes of e-bikes," said many municipalities are working on this because "the State has not yet legislated or regulated this issue", and "voiced interest in a possible speed limit on shared use paths" (Sept 8 minutes p. 3).
- K-51b 9/21 [paraphrase from minutes]: she moved to defer Ord. 40-2025 and explained that "a new substitute ordinance will be proposed based upon the feedback and discussion that has taken place among CASE and the Housing Committee" (Sept 21 minutes p. 2).
- K-51c 9/8 HPD Committee, Traffic Calming Program (she attended as a non-member, Sept 8 HPD minutes p. 1) [paraphrase from minutes]: she "suggested that public sentiment has shifted since this program was first developed and that more residents are now concerned about speeding than before" and "said she supports shifting the program to be more proactive, without adding too much burden on staff" (Sept 8 HPD minutes p. 2).
Boards and commissions
- K-52 10/5 communication: "I propose that Council reappoint incumbent members who have expressed interest in serving another term", and moving the LakewoodAlive ex-officio seat to Bixenstine "In order to more evenly distribute council responsibilities" (Oct 5 docket PDF p. 164). She read it aloud at the meeting (video 14:16; machine speaker ID). Voice ID: the same voice is addressed as President Kepple at video 1:32 (Speaker identified automatically by voice matching, not by official record).
Grants and parks
- K-53 9/21, LWCF grant [paraphrase from minutes]: she "noted that the City's public engagement process regarding the Foster Pool improvement was excellent and she is glad to see it being replicated for this project," and that funds "have been set aside in the capital budget, but it is a good opportunity to get funds from other sources as well" (Sept 21 minutes p. 3).
Other
- K-54a 9/8, LASWAB report [paraphrase from minutes]: she "pointed out that cats should only be indoors according to current City ordinances" (Sept 8 minutes p. 4).
- K-54b 9/8, block clubs [paraphrase from minutes]: she "explained that the purpose of the communication is to help inform other Council members and the public about the work being done by members of Council on block club expansion" (Sept 8 minutes p. 4).
- K-54c 9/21 announcements [paraphrase from minutes]: she announced the FirstEnergy COW and "a forum regarding the Charter amendments held at Lakewood Public Library on September 29th" (Sept 21 minutes p. 4).
- K-54d 10/5, after a presentation on the County Board of Developmental Disabilities levy (machine transcript): "I'll just say for myself … I certainly support the levy" (video 28:40). Speaker: Kepple, machine speaker ID (same voice members address as President Kepple; see K-49g). The next speaker opens "thanks Madam President and I agree" (video 28:57). Listen at the link to confirm the wording. Voice ID: the same voice is addressed as President Kepple at video 1:32 (Speaker identified automatically by voice matching, not by official record).
- K-54e Hispanic Heritage Month, 10/5 (machine transcript): Councilmember Hamilton Steiner, recognized by name, reads the co-signed communication aloud (video 1:29). Afterward, the presiding voice moves to receive and file and thanks her for "partnering on this", "echoing the words of the communication" (video 3:00). Speaker: Kepple, machine speaker ID. Voice ID: the same voice is addressed as President Kepple at video 1:32 (Speaker identified automatically by voice matching, not by official record).
4b. Apr 12 to Aug 4, 2026 record (backfill, approved minutes)
5. Self-description (her own words, not independently verified)
- K-55 City page: "The co-founder of grassroots group Action Together Lakewood Area" (city bio). As a councilperson "she helped launch eComment, championed closed-captioning of Council videos" (city bio). "Sarah wrote her first ordinance and worked with the City's IT Department to ensure Council could meet remotely" (city bio). She supported the Youth Council's request "by co-sponsoring legislation" to remove smoking and vaping from public parks (city bio). "In 2014 she launched her business Gigalearn" (city bio). She holds "a Bachelor of Fine Arts from Kent State University and a Master of Library and Information Science from Drexel University" (city bio).
- K-56 2025 candidate questionnaire (The Land, Sept 8, 2025; "All responses have been submitted by the candidate"): "Candidate's stated party affiliation: Democrat" (The Land questionnaire). The race itself is non-partisan (K-08).
- K-57 Same questionnaire, describing her own record: she "voted to enact the Active Transportation Plan and Safe Streets for All Plan, and co-sponsored Complete Streets legislation" (The Land questionnaire); "I voted to establish the Anti-Racism Task Force" (The Land questionnaire); and she lists "passing legislation to allow for accessory dwelling units, and successfully sponsoring legislation to expand homestead exemption water and sewer discounts for seniors and people with disabilities" (The Land questionnaire). (v1 said she "voted" to allow ADUs; her actual words are "passing legislation", corrected.) These are her descriptions. The underlying votes are listed as pending in section 6.
6. Unverified / pending public source
Nothing in this section is stated as fact. Each item says what's missing and what will settle it.
- U-1 Did Substitute Res. 2026-40 pass on Oct 5, and how did each member vote on the Oct 5 items? Pending: approved Oct 5 minutes (~Oct 19).
- U-2 Speaker attributions in K-36d, K-49g, K-52, K-54d, K-54e rest on machine speaker ID. Pending: Oct 5 minutes, which name speakers in paraphrase.
- U-3 Her past votes on the Active Transportation Plan, Safe Streets for All, Anti-Racism Task Force, ADUs, Complete Streets, and the Homestead discount expansion (K-57) haven't been matched to minutes or legislation yet. Pending: Granicus minutes and Legislation Library pull for 2020–2025.
- U-4 Is she a Finance Committee member and the Tree Board liaison in 2026 (K-09)? No 2026 notice for either has been pulled. Pending: a Finance Committee agenda and Council's 2026 committee and liaison assignments.
- U-5 Which rate-case number is current (K-49h)? Pending: PUCO docket search for both case numbers.
- U-6 Not yet pulled: votes before Apr 12, 2026 (Apr 12 to Aug 4 is now covered in K-58 to K-61), Observer "President's Page" columns, campaign finance reports, and the Ohio Ethics Commission financial disclosure. Pending: public-records request to the OEC (needs Justin's OK; not sent).
Removed from v1 (no public evidence, or replaced)
- "BIO committee roles look out of date": an inference without a source. Replaced by K-09, which quotes the page and links the HPD and HHS rosters that conflict with it, and U-4, an open question.
- "The 'first elected term in 2022' wording should be checked against BOE history": an implied inconsistency that no source supports. Both of her statements are now quoted with links (K-05).
- Citations to internal working files (the raw download cache, our transcript, speaker-label and decision-note files, and ROSTER.md) were replaced by public links throughout. Segment counts from the speaker-ID file ("34 segments", "157 segments") were dropped because readers can't check them. The video links let anyone listen instead.
- "Nov 2025: 6,963 votes" (unofficial Observer tally): replaced by the certified BOE count (K-07).
